Substantially limits

Means that the person is unable to perform, or significantly limited in the ability to perform, an activity as compared with an average person in the general population. Factors to be considered in determining whether an impairment substantially limits a major life activity are:<ol> <li>its nature and severity <li>how long it will last or is expected to last, and <li>its permanent or long-term impact, or expected impact. </ol>
